New Administration system for higher efficiency in Hong Kong

As the fifth anniversary of China's resumption of exercise of sovereignty over Hong Kong draws near, a new Hong Kong government headed by Chief Executive Tung Chee Hwa will also be sworn in. In addition, a new model for the government operation, the accountability system, will be adopted in Hong Kong and is expected to bring higher efficiency.

The accountability system is a reform of the old government system left by British colonial rule. Under the old system, senior officials working in the Hong Kong government could remain at their posts until retirement.

But under the new accountability system, senior officials working in the Hong Kong SAR government will be appointed to a five-year term by the Chief Executive. They are responsible to the Chief Executive and not considered civil servants.

Joseph W. Wong, Secretary for the Civil Service of Hong Kong SAR, talks about the advantages of the accountability system.

"Firstly, with this new system the senior government officials can be tightly united. This can help the government do a better job. This new system will make high-ranking officials be more concerned with people's life. It will push forward economic and social development. "

Under the accountability system, those officials not appointed by the Chief Executive will form Hong Kong's civil service and remain politically neutral. As for whether the system will impact Hong Kong's civil service, Stephen Lam, Information Coordinator of the Chief Executive Office has the following to say:

"While adopting the accountability system, we still need to maintain Hong Kong's civil service system. Civil servants are professionals and can work until they retire."

According to a recent government survey, most Hong Kong citizens support the reform the new Hong Kong government will adopt.
