Ministers at the Doha meeting have adopted a separate declaration on the Trade-Related Aspects of Intellectual Property Rights, or TRIPS, Agreement and public health. The document, approved on Wednesday, underlined members' right to override drug patents to tackle medical emergencies, something demanded by most developing countries. It also reaffirmed members' commitment to the TRIPS Agreement as required by developed countries. Ministers called on the WTO Council for TRIPS to help members who face difficulties in making effective use of compulsory licensing due to insufficient or no manufacturing capacities. They also pledged to promote and encourage technology transfer to least-developed countries.
