The agreement still awaits approval by the UN Security Council, but South Korea and Japan welcomed the proposal on Thursday. They say it includes a much stronger level of sanctions than the existing Security Council resolution 1718.

Takeo Kawamura, Japanese Chief Cabinet Sec'y, said, "The resolution includes an embargo on arms, finance and cargo as well as on board examinations. So, once the resolution is imposed, I expect it will be an effective one."

Moon Tae-Young, spokesman of S. Korean FM, said, "The characteristic of the discussion being held this time is that it is a very unique case for the UN to use the 5+2 format, which includes the five permanent members of the Security Council, plus Japan and South Korea, even if we are not a member of the Security Council."
