South Korea joined the U.S.-led Proliferation Security Initiative after recent moves by the Democratic People's Republic of Korea, including conducting an underground nuclear test. But the DPRK is calling South Korea's decision tantamount to a declaration of war.

The DPRK's army also has said it will no longer honor the truce keeping the peace between the two Koreas since 1953. Meanwhile, South Korea is accusing the DPRK of "seriously distorting" its decision to join in the PSI initiative calling Pyongyang's response "a groundless misconception".

Moon Tae-Young, Spokesman of S. Korean Foreign Ministry said "The North Korean People's Army statement, jointly sent out by the Panmunjom Mission and the North's Committee for Peaceful Unification of the Fatherland, is a groundless misconception and it is seriously distorting our government's decision to be a part of the PSI program to prevent the spread of weapons of mass destruction, which 94 nations have already signed up to."
