FM: Military drills are preemptive nuclear attack on DPRK

The DPRK has responded to the joint military exercises by South Korea and the United States.
State news agency KCNA quoted a spokesman for the Foreign Ministry as saying that the maneuvers are an aggressive scheme to mount a preemptive nuclear attack on the Democratic People's Republic of Korea.
