The Nuclear Non-Proliferation Treaty is coming under strain because of the nuclear development in the DPRK. Nuclear-armed countries such as India, Pakistan and perhaps Israel are not parties to NPT. Plus, recent shifts in both United States and Russian nuclear doctrines have also added to the haunting uncertainty in post-9.11 era. And, increasingly, China鈥檚 commitment to disarmament of non-proliferation of mass destruction lays a cornerstone for constructing partnership with the U.S. in the wake of 9.11. Today, we are very pleased to have Mr. Liu Jieyi, Director General of the Disarmament Department of the Chinese Foreign Ministry with us on Dialogue.
