The landmark event that may characterize the quiet changes in China鈥檚 diplomacy may be its active participation in the 6-party talks on the DPRK鈥檚 nuclear program. But partly due to the deep-rooted suspicions and partly due to the US presidential campaign, this long-awaited fourth round of six-party talks is yet to take place. Americans accuse China of falling short of its expectation in broking the negotiations. But Beijing complains that Washington refuses to provide security assurance, or to have one-on-one talks with Pyongyang.
