1999: Jiang Zemin on reform, development and stability


President Jiang Zemin called for properly handling the relationship between reform, development and stability and better implementing the open policy.

Jiang made the call on March 11 at separate group discussions attended by Tianjin and Fujian deputies to the Ninth National People's Congress, in session in Beijing since last Friday.

"Reform has entered a period when breakthroughs need to be made and stability faces new challenges," he told Tianjin deputies. "At a time like this, particular attention should be paid to properly handling the relationship between reform, development and stability."

The central authorities have decided on three priority tasks for this year, he said. "First, to stabilize and strengthen agriculture; second, to deepen reform of state-owned enterprises; and third, to do a job in the financial field," he said.

The three central tasks have a direct bearing on reform, development and social stability, said Jiang, who is also general secretary of the Chinese Communist Party Central Committee.

The key to doing a fine job in the three fields, he said, is to unite with and rely on people.

"In the whole process of reform and development, we should protect people's enthusiasm, bring their initiatives into full play, and safeguard their interests," he said.

Joining Fujian deputies, Jiang said that policies adopted by the central authorities last year to stimulate economic growth -- expanding domestic demand, implementing an active financial policy, increasing capital spending -- "are entirely correct."

"These policies will continue this year," he said.

Investment by enterprises, collective businesses and individuals should be encouraged, he said, implying that the government should not be the only source of investment in fixed assets.

He called for increasing incomes for farmers, doing a good job of small-town development, manufacturing marketable goods and agricultural capital goods and developing the rural market.

While expanding domestic demand, continued attention should be paid to expanding foreign trade and attracting overseas funds, he said. "We must unswervingly adhere to the policy of opening to the outside world," he said.

He called for increasing exports this year.

"Relevant departments should take effective measures to support and encourage qualified enterprises to do processing in countries and regions with market potential to spur the export of Chinese equipment, technology, goods and labor," he said.

On the other hand, China should import more advanced technology and key equipment and improve its ability to digest imported technology, he said.
