China and rest of the world went through a series of crises over the past few years, ranging from the 1998's flooding in China; the 1999's embassy bombing in Yugoslavia; the September 11 terrorist attack in the America and the bombing in Shi Jiazhuang, the capital city of Hebei Province to see nothing of the unemployment, corruption and growing instability in this country and the current panic over SARS. Therefore management of crisis becomes a key phrase in the domestic and foreign policies in many countries and the emergency prevention and control have been elevated to the level of national security and strategy planning of a nation.
