The first meeting of the new Iraqi governing council took place right after it was established. This meeting was under the close supervision of the British and American occupation authorities, as well as the UN. Surprisingly the majority of Shiites hold most of the 25 member council seats despite their serious differences with the US over the new Iraqi constitution yet to be produced.
