CDF: depicting bright pictures for the country's development


At an exciting moment marked by the manifesto that China would kick off the comprehensive construction of a well-off society, the 4th annual session of China Development Forum(CDF) was held to display China's remarkable economic achievements as well as to bring in more sincere utterance in meeting the challenges lying ahead.

After entering a new stage of economic development backed by the sustainable growth in the last few years, China's future, especially in term of its economic prospect has become a world-range concern rather than domestic issue. About 100 entrepreneurs, scholars and government officials both at home and from abroad gathered in China Development Forum last weekend to depict a bright picture along with some noticeable fields worthy of special and prudent attentions and studies.

During the just concluded forum, the participants held warm discussion into nearly all the aspects of China's economic performance. The exchange of viewpoints on the reforms to be taken aimed at achieving more balanced economic development in the coming years was also seen as a positive and conducive part under the spotlight. Most of the people involved are convinced that China's sustainable growth will turn out to be an indispensable and encouraging factor for the world stability and development.

China Development Forum was designed as a platform and new channel for dialogue and communication aimed at better understanding between China and the rest of the world. The forum, this year in its 4th annual session, was held right after the 10th CPPCC and NPC, at which the new leadership of the Chinese government came to the forefront.

As a routine, the newly elected Vice Premier Wu Yi comes to address the opening ceremony of the forum. In her opening remark, Wu said that as China has already walked over the threshold that ushers in a well-off society as a whole, the goal of construction of it in all fronts till the year of 2020 is in conformity with current domestic situation and reflects the common will of the Chinese people. She calls on the concerted and unflinching efforts to achieve this goal, which will also be a great contribution to the world economy.

The last few years witnessed a stable and high economic growth in China, a bright spot against a pretty gloomy world economy. Chinese accession to the World Trade Organization in late 2001 render new impetus to maintain its remarkable performance. More reform and opening-up measures have been taken to further deepen and broaden its connection with the rest of the world while solving step by step its own problems.

Having undergone a long period of planned economy featured in an insufficient supply, Chinese people now lead a life of far better quality as far as housing, traffic means, food as well as spiritual consumption including various kinds of entertaining are concerned. They are enjoying more choices in their distribution of rising expenditure under a more market-oriented economy.

〝Under the set development strategy of China, Xiaokang (or a well-off society) is defined, to the understanding of both Chinese and foreigners, as a social state well above the level of sufficient clothes and food but some distance from affluence, 〞said Wang Mengkui, president of Development Research Center (DRC).

In 2020, China's total economic volume will overpass four trillion dollars under current exchange rate, with an income per capita up to about 3,000 dollars. This means that we'll then reach the bottom level of the middle-and-high class countries after China's successful upgrading to low-and-middle class countries in the near past.

Representatives from different economic sectors and countries make the best use of the forum in discussion of a wide range of issues relating to Chinese development. Both achievements and problem are covered.

Chen Xiwen, vice-president of the Development Research Center brings forward his opinion on the badly needed upgrading of Chinese agriculture.

Based on the facts and figures in recent years, the bottleneck blocking most farmers' income is the market problem of agricultural products. The failure of its expansion explains why it was hard for farmers to earn more directly from agriculture. From this angle, the acceleration of urbanization will pose necessary to break the bottleneck concerning the increase of farmers' income. Secondly, the increase of farmers' income in recent years depended solely on non-farming sectors. It is critical to help solve farmers' problems in this regard by increasing more jobs and relieving their burden in order to raise their income. With the combination of these two methods, it will be likely to achieve the normal growth rate of farmers' income.

The level of urbanization is set based on the statistics of employment ratio. Because it follows the market laws, so the function of the government is to steer the direction. It is a principle in the process of urbanization under a market economy.

The government is guiding the orderly urbanization. Two efforts are to be made. One is to set forth the planning and overall arrangement of urban system. In addition, we are working on the agricultural loans in cooperation with Agriculture Bank to offer guidance for the development of small counties.

Being a sign of the government's strong support for China Development Forum, many ministers and commissioners of the State Council's economic department attended the forum and delivered speeches, some of them appearing publicly for the first time. As commented by Mr. Wang Mengkui, president of DRC, which initiated the forum four years ago, two-day's discussion filled full confidence in the participants about China's future under Chinese new leadership.
