APEC Ministers Reach Consensus on Anti-Terrorism Statement
THU, OCT 18, 2001

APEC foreign ministers reached a consensus on anti-terrorism on Thursday morning, following a working breakfast hosted by Chinese Foreign Minister Tang Jiaxuan. Their consensus will form the basis of an anti-terrorism statement to be made by APEC economic leaders this weekend in Shanghai. The statement will be the first of its kind after the September attacks on the United States. Dai Shasha has the latest.

APEC Foreign Ministers met for about an hour and a half on Thursday morning. Chinese Foreign Minister Tang Jiaxuan said they have reached consensus on four points.

Chinese Foreign Minister Tang Jiaxuan said: "First, any form of terrorism is a threat to peace and stability, and should be condemned and fought against. The international community should take concerted stance on anti-terrorism.

Second, relevant international conventions and UN resolutions should be fully complied with. Financial measures should be taken to stop the flow of funds to terrorists.

Third, the fight against terrorism is a long-standing one, which requires political, economic, social and legal resources. We should strengthen international cooperation, especially the role the UN and its Security Council are playing. We should also try to prevent terrorism.

Fourth, the fight against terrorim is a war between justice and evil, civilization and barbarity. It's not a conflict among different ethnic groups, religions or cultures. We should strengthen civilized dialogues."

The statement will be submitted to APEC leaders for their review.
