Wen Jiabao highlights legal measures to fight SARS |

Chinese Premier Wen Jiabao has stressed the importance of strengthening legal measures to assist in the fight against SARS. He highlighted the point during a meeting of the State Council -- discussing the implementation of the newly unveiled regulations on emergency public health situations.
The State Council released a set of regulations on emergency public health cases three days ago.
These regulations include prevention and emergency preparation procedures, reporting and information broadcasting guidelines and legal responsibilities.
Wen Jiabao said the publication and implementation of the regulations has great significance at a time when the whole country is fighting the deadly SARS virus.
He said it marks a critical step in improving the ability of the country's legal system to deal with public health emergencies.
Public health emergencies are classified as serious epidemics, widespread unidentified diseases, food and industrial poisoning, and other serious cases detrimental to public health.
The new guidelines, together with the Law to Prevent and Control Infectious Diseases that took effect in 1989, provide strong legal weapons to fight SARS, the premier noted.
Wen Jiabao called on government departments at various levels to focus on four aspects when carrying out the new government regulations.
These include the establishment of a unified command system, an efficient information network, emergency medical treatment systems and a well-trained contingent of emergency medical workers.
The Premier demanded that efforts should be made to raise public awareness of the new rules and to strictly implement the regulations.
He also stressed the severe punishments for violationing the regulations.
