Philippine President Gloria Macapagal Arroyo vowed on Monday to take full measures fighting against the highly infectious Severe Acute Respiratory Syndrome (SARS) as "the crisis is much bigger than we imagined."

"There is no room for half measures. We must anticipate the worst scenario now," the presidential palace quoted Arroyo as saying in a press statement, however, adding, "We do not want any severe jolts and surprises."

"That is why mandatory quarantines will be enforced, if needed. Local government executives and village officials must wield their lawful powers for the sake of the common good in their jurisdiction," Arroyo added.

Arroyo also called on the public to bear with the containment measures that "may seem to be too harsh."

The presidential palace declared on Sunday a national emergency due to the spread of SARS in the country. This has prompted President Arroyo to call on local government officials from all over the country to attend a summit that will discuss a unified campaign to contain the spread of SARS in the country.

There have been four confirmed SARS deaths in the country.
