The third meeting of the presidium of the ongoing session of the National People's Congress has set the numbers of candidates for its new standing committee and various government posts. The lists of names were passed by the Second Plenary Session of the 16th CPC Central Committee in February.
Zeng Qinghong, executive chairman of the Presidium of the first session of the 10th NPC, explained the draft lists recommended by the CPC Central Committee at the NPC's third presidium meeting held on Thursday. He said there will be one candidate for the chairman of the new NPC Standing Committee, and 15 candidates for the vice-chairmen.
The number of vice chairmen is down by four as compared to the 9th NPC Standing Committee. He pointed out that the new NPC Standing Committee will consist of 159 members. But with 167 nominees, eight candidates stand to fail the election.
Zeng Qinghong also said there will be one candidate for the president for the People's Republic of China, and one candidate for the vice-president. For the State Council, China's central government, there will be one candidate for the premier, four candidates for vice-premiers and five candidates for state councilors. In addition, there will be 29 candidates for the ministers and secretary-general of the State Council. Moreover, one chairman, three vice-chairmen and five members will be elected for the Central Military Commission of the People's Republic of China.
Zeng Qinghong explained that these posts will be elected or approved from an equal number of candidates, according to rules of election decided at the current NPC session which started on March 5.
Zeng told the presidium meeting that because of age, some elderly comrades from both the CPC and the non-Communist parties were not nominated. He lauded them for their contributions to the smooth transition of the nation's leadership. He expressed his belief that China's new state organs will maintain its vigor and efficiency, for expertise and practical needs are the first concerns in the selection of new candidates.
