The Chinese People's Political Consultative Conference, China's top advisory body, ended its 11-day annual session Friday. This year's gathering is widely regarded as a milestone in the new century as the country identifies new objectives for development and a major leadership change of the body takes place.
A whole new line-up has taken the central power of the country's top advisory body. They are the newly-elected chairman, 24 vice chairmen and 299 CPPCC Standing Committee members.
Jia Qinglin, the newly-elected CPPCC chairman, delivered a keynote speech. He identified three major tasks for the CPPCC to work together with the ruling Chinese Communist Party, namely to advance modernization, to achieve national reunification and to promote world peace and development.
"These objectives are the great causes for which the Chinese nation is working. To maintain these tasks, we should hold firmly to the great opportunities during the first 20 years of this new century. Building a prosperous society in a comprehensive way is one of the phases in the development of Chinese modernization. It is closely related to the great cause of advancing socialism with Chinese characteristics," the newly elected chairman said in his speech.
He hailed a smooth transfer of power of the central government as a milestone and an event of great significance to China's stability and development. He also commented this session was a great success.
The closing session also saw members adopting a political resolution and professing its support for the government work report by Premier Zhu Rongji and other reports delivered at the current NPC session.
"The biggest achievement of this session is the election of a new CPPCC leadership. Among them, 26 people got unanimous votes. This shows a broad representation of people from all walks of life," said CPPCC member Hu Qisheng.
Others members expressed high expectations for the work of the new term of the top advisory body.
Another CPPCC member Zahng Xianliang said: "I think the CPPCC has done a good job in participating in state affairs. The next step is how to strengthen democratic supervision of the decision-making process. We need a better mechanism in this regard."
During the past 11 days, over 2,000 CPPCC members from all social strata submitted 3,668 proposals in an individual capacity or on behalf of their parties or organizations. They focused on how to establish a well-off society, employment, government restructuring, anti-corruption and the widening income gap. All these proposals will have to be examined and responded to by the appropriate government agencies.
The CPPCC has become an important voice in consultation on major state affairs. The next five years will be crucial for China as it maps out ambitious goals for the new century. This means a more active role for the top advisory body in supporting the country's future development.
