The people's deputy system is suitable to China's political situation and has proved its ability to provide a political base upon which the prosperity and long－term stability of the country can be built. China's top legislator, Li Peng, made the remark on Monday in Beijing at the first session of the 10th National People's Congress, China's top legislative body. He summarized the work of his committee over the past five years and said it has successfully completed the tasks of its 5－year term.
Li Peng outlined his understanding of how to stick to and improve the people's deputy system. He said the NPC Standing Committee and people's congresses at various levels should voluntarily accept the leadership of the ruling Communist Party of China and must implement policies and guidelines set out by the CPC through legally valid processes.
He emphasized the point that the people's congress comes from the people, must work for the people, and be subject to the supervision of the people. The work of the people's congresses should focus on reflecting and serving the fundamental interests of the most broadly represented people.
He said the role of the people's deputies is to supervise and spur on the various work of the governments, courts and procuratorates at various levels and ensure that they respect the legal framework, fairness and justice.
Li Peng summarized the achievements made by his committee over the past five years. The following is the summary of his remark.
Legislative work achieves noticeable results
Altogether, 124 laws and draft decisions have been discussed, 113 of which have been passed. All the necessary paper work has been done to serve the overall situation of the nation's interests in a way that is realistic and respects the legal framework.
Supervisory work makes significant progress
Over the past five years, the NPC Standing Committee has examined the execution of 22 laws and legal decisions, and heard and discussed 40 work reports by the State Council, the Supreme Court and the Supreme Procuratorate.
Work of the people's deputies strengthened
The past five years have seen the passage of 57 out of 131 proposals raised by the deputies concerning amendments to laws. Four proposals are being discussed and 11 have been enlisted into the legislative framework.
New breakthroughs in developing overseas ties
More than 440 foreign parliamentary delegations have visited China over the past five years. This has increased their understanding of China and increased the relations between China and their respective countries.
Growing legal awareness and media coverage of the NPC
Various activities have been held to publicize and increase people's awareness of the nation's Constitution and laws.
Expertise of the NPC Standing Committee strengthened
Standing Committee members have attended more than 30 lectures on legal systems and studied Deng Xiaoping Theory and Jiang Zemin's "Three Represent" Thought.
Li Peng finally urged the NPC Standing Committee to strengthen legislative work and improve the quality of legislation and continue working hard to form a socialist legal system with Chinese characteristics by the year 2010.
