CPPCC members speak on poverty reduction |

Poverty alleviation and the development of western China have been attracting the attention of CPPCC members. This morning (Saturday) five CPPCC members from the State Council, regional CPPCC leaders and entrepreneurs held a press conference on some issues regarding these issues.
At the press briefing, the deputy head of the Leading Group on Poverty Reduction under the State Council Lu Feijie briefed reporters on the State's allocation of poverty reduction loans. He said more than 125 billion yuan or around 15 billion US dollars of loans have been allocated since 1986.
"The loans have been used to directly support flagship enterprises and poor families in rural areas. The role of banks will also be enhanced to ensure the smooth operation of poverty reduction loans. He said the number of people living in poverty was reduced from 250 million in 1978 to 28 million in 2002," said Lu Feijie.
He emphasized that the role financial institutions in the poverty reduction. Rural Credit Community will be enhanced because the Rural Credit Community has many service outlets in rural areas. He said the Bank of Agriculture will improve its operation and service quality and set up more outlet in rural areas.
A CPPCC member also answered questions on the relationship between development and environment.
"The state has invested around 60 billion US dollars on ecology protection in the western regions. The investment has been paid directly through various means in cash," said Wang Zhibao, deputy head of Western Development under the State Council.
Wang Zhibao said that commercial deforestation was now strictly forbidden in some western regions. The local government has effectively turned reclaimed lands into forests and protects forests. He also said there should be greater effort to prevent the unauthorized transfer of obsolete industrial equipment and polluting factories to the western regions.
