Chinese Premier Wen Jiabao has underlined the need to give equal weight to the nation's economy and its campaign against SARS. The premier delivered his speech at the State Council's second plenary meeting Wednesday.

Wen Jiabao presented his message after examining both China's economy and its attempts to rein in severe acute respiratory syndrome (SARS). He says the SARS fight isn't over, even though the number of new patients is dropping day by day. The premier maintains the country has to stay on high alert until the end of the battle.

In Guangdong, where the epidemic surfaced, people have to be aware of the complexity of the virus and prevent it from returning. In Beijing and its surrounding areas, active preventative measures should be carried out to lower the incidence of the disease and raise the recovery rate. Strict measures also have to be taken in the countryside to prevent the spread of the virus.

The premier says economic development is the government's major goal and, in the face of SARS, it is even more important to keep the economy ticking over. He has six major jobs for the government to do.

Officials have to encourage consumer demand and help industries badly affected by SARS. They also have to bolster foreign investment and trade while considering the lives of the nation's poorer people. The final tasks are to maintain the order of people's normal lives and to come up with a long-term reform and development plan.

Wen Jiabao also used the opportunity to stress the need for confidence and unity. He says people from all walks of life must work together to win this battle without gunfire.
