Regulations on use of SARS donations

    The State Council's General Office on Saturday released a regulation overseeing the management of SARS related aid. The move is to ensure endowments from home and overseas be properly used in SARS-fighting operations.

    The new regulation states that only the National Headquarters for Prevention and Control of SARS, Civil Affairs and Public Health Departments, the Red Cross Society of China and the China Charity Federation can receive contributions. Each contribution will have to be clearly recorded and a legal receipt must be issued.

    Designated endowments should be used according to the contributor's will. It is required that all related departments must turn in all contributions to finance departments within three days of receiving them.

    The regulation also stresses the need for transparency in contribution management. This shows that China welcomes public scrutiny of the guidelines and calls for the police, judiciary, auditing and supervisory departments to ensure the donations are used properly.

    Regulations on use of SARS donations

    1. Can only be accepted by:

    National Headquarters for Prevention and Control of SARS,

    Civil affairs and public health departments

    Red Cross Society of China

    China Charity Federation

    2. Endowments should be made voluntarily

    No ceremonies allowed

    3. Contribution recorded clearly

    Legal receipts must be issued

    4. Designated endowments be used in the contributor's will

    5. Contributions must be turned in to finance departments within 3 days

    6. Transparency of contribution management

    Public scrutiny welcome

    Police, judiciary, auditing and supervisory dept. to check donations are used properly
