The general-secretary also listed a series of measures that will bring China towards this goal, which he said will be guided by President Jiang Zemin's "Three Represents."
Hu Jintao stressed the policy of family-planning which will not only create a stable and low birth rate, but also help raise the quality of the country's human resources. In natural resources protection, the General-secretary said the government's priority was to be economical in resources exploration.
Premier Zhu Rongji also gave a speech at the conference. He listed a number of specific tasks to ensure the sound development of China's population, resources and environment and called for increased awareness and supervision from the masses.
