The 10th annual Economic Leaders' meeting of the APEC forum ended on Sunday in Los Cabos, Mexico, with the adoption of a statement to condemn terrorism in the strongest terms.

They also adopted the Economic Leader's Declaration, which affirms the APEC economies' commitment to a more cooperative economy.

Over one year after the September 11 terrorist attacks, global security issues have continued to overshadow the annual APEC meetings' discussions on free trade and prosperity.

Addressing the second-day session of the 10th Economic Leaders' Meeting of APEC, Chinese President Jiang Zemin said that in light of global economic difficulties, it was all the more essential to strengthen coordination and cooperation with one another.

He also said that all APEC economies should adopt down-to-earth fiscal and monetary policies, as well as work towards regulating and stabilizing the market.

The Chinese president added that developed economies should take the lead in actions and shoulder greater responsibilities.

Jiang Zemin went on to say that by speeding up the liberalization and facilitation of trade and investment on the one hand, and economic and technical cooperation on the other, APEC can make a contribution to restoring market confidence and enhancing a balanced development.

The Chinese president noted that while implementing the "Shanghai Accord" to push for market openness and the fulfillment of the " Bogor Goals," APEC should also help enhance the global competitiveness of its developing members through stronger cooperation.

The president also noted that China has established the China APEC Academy, aimed at conducting research on APEC-related matters.

Jiang Zemin also briefed the leaders on China's progress of modernization. He said that China will hold to its commitments, working hard to develop an all-directional openness.

The Chinese leader noted that the "APEC Approach" was a valuable example for international cooperation. He says APEC has played a crucial role in promoting multilateral trade, as well as in dealing with the Asian financial crisis and the September 11 terrorist attacks.

The economic leaders also adopted an "APEC Economic Leaders' Declaration" in Los Cabos. They affirmed to strengthen economic growth by implementing the APEC vision of free and open economies. The leaders agreed on the importance of fighting terrorism. They agreed to maximize political support for the pursuit of free and open trade and investment, and to accelerate progress towards the "Bogor goals." The leaders also vowed to translate APEC's vision into benefits for the wider APEC community through greater assessment and accountability.
