NPC deputies put bills in motion

    Tabling and debating motions and suggestions are an important way for NPC deputies to exercise their democratic rights. With just one day to go before the opening of the First Session of the 10th National People's Congress, deputies are now busy putting final touches to the motions they will submit.

    2003 marks year one in the building of an all-round well-off society, as set out at the 16th CPC National Congress last November.

    The tasks of leading the impoverished along the road to wealth and increasing people's incomes have naturally become a major focus of the NPC deputies' motions.

    A deputy from Henan, a province known for agriculture, says he's going to submit a motion on further developing the country's heartland.

    Deputies from old industrial bases in northeastern provinces like Liaoning and Jilin are more concerned about social welfare guarantees and upgrading traditional industries.

    Deputy Ma Ronghua from Hubei province has traveled to more than 20 counties in his area to carry out research before finalizing his proposals.

    The motions of most of the deputies are closely related to issues concerning the livelihood of people, including the reform of state-owned enterprises, social welfare, and increasing farmers' incomes.
