Palestinian PM unveils plan for state in two years

Palestinian Prime Minister Sa-lam Fayyad unveiled on Tuesday his national goals and policies needed to build an independent Palestine. And he gave himself two years to accomplish this goal.

Fayyad is aware of the fact that the Palestinian Authority which he heads is dependent on foreign assistance for most of its budget. And he stressed the need of international cooperation for the plan.

He announced a series of projects to build institutions as a way of preparing the Palestinians for self-rule.

Sa-lam Fayyad said, "We believe that the full commitment to the state building endeavour will advance our highest national priority of ending the occupation, thereby enabling us to live in freedom and dignity in a country of our own."

The 65-page document speaks of building infrastructure, securing energy sources and water and improving housing, education and agriculture.

Fayyad said his government is seeking to build an airport, international rail lines and an oil refinery within two years.
