The Democratic Party of Japan, Social Democratic Party and People's New Party have begun talks to form a coalition government.
They have agreed to draw up a consensus document that includes common policies, including those agreed ahead of Sunday's general election.
Earlier, DPJ Secretary General Katsuyu Okada and policy chief Masayuki Naoshima visited the Prime Minister's office to ensure a smooth transfer of government.
The two senior officials held talks with Chief Cabinet Secretary Takeo Kawamura and asked the administration to provide key information on the budget, diplomacy and risk management.
