Under the new Shanghai residence policy issued in February, non-residents who have made a great contribution to the city may be eligible for exemptions to residency requirements. These special people -- who have not had a permanent Shanghai residence card for 7 years -- and who also have NOT been covered by urban social welfare for 7 years -- may be eligible to apply for Shanghai household registration.

Li Ying, a custodian in a public restroom facility has been selected as "the national outstanding migrant worker". She is one of the first beneficiaries to be granted Shanghai household registration. She says that since her family has been rural residents for generations, she never imagined she could one day become a resident of Shanghai.
