The separatist World Uygur Congress led by Rebiya Kadeer was behind the deadly July 5 Urumqi riot.

The Information Office of the People's Government of Xinjiang Uygur Autonomous Region said that after the June 26th factory brawl between Uygur and Han ethnic workers in Guangdong Province, the Congress held a special meeting. There they plotted to instigate unrest by sending messages via the Internet, telephones and mobile phones.

After the July 5th riots, Kadeer held an emergency meeting with some senior members of the Congress. This time they made plans to further stir up both domestic and overseas demonstrations.
