The country's Intelligence Ministry said on Thursday that plans by several foreign-linked terrorist groups had been uncovered.
State television IRIB broadcast a report outlining how security forces had thwarted the plot.
It said suspects taken into custody had confessed that around 20 locations across Tehran had been targeted.
They included two prominent mosques in the city and other buildings used as polling stations. The report included interviews with the alleged suspects.
One said he had contact with Americans in Iraq while another said these unnamed Americans had provided them with instructions on how to make bombs.
