The free trade port zone is situated on the southern coast of Qinzhou City. It covers around ten square kilometers and cost more than three-billion yuan. Work to expand shipping lanes so they can handle ships of 100 thousand tons has been completed, but a railway network is still under construction.

Zhang Xiaoqin, Mayor of Qinzhou, said, "We used to build a floor in seven days, and reclaim 26-thousand square meters in one day. There were more than a thousand pieces of equipment working on the building site. Everyone has been working hard and try to complete it as soon as possible."

The first project in the zone is a logistics center for PetroChina, with an investment of more than 20-billion yuan. The center will start production in September. More than a half of the projects planned have already entered the logistics and export manufacturing area in the zone.
