Hello, I am Yang Rui with Voices and Votes. Top political advisor Jia Qinglin says in his opening speech that motions of CPPCC members have been given due consideration in formulating major policies of the central government. He made the remarks at the opening ceremony of the 2nd session of the 11th national committee of the Chinese People's Consultative Conference or CPPCC. Jia describes this process of political consultation and democratic supervision as an integral part of China's political system.
But, 30 years after its opening up, the burgeoning public awareness of political participation is not just restricted to the official version, up to 300 million internet users of the biggest developing country can openly exercise their digital democratic oversight from the more watchful grassroots level. Their voices have captured the attention of President Hu Jintao and Premier Wen JIabao. Premier Wen used the cyber channel to talk directly and honestly to ordinary netizens a few days ago about his blueprint and personal concerns on the Chinese economy.
