Under the plan, 18 million urban workers will be employed throughout 2009 and 2010. During that same period, 18 million rural laborers will be allowed to

move to cities to seek jobs. The plan is designed to keep the urban unemployment rate below five percent. Employment for college graduates and migrant

workers will also be a priority. Meanwhile, on the healthcare issue, over 400-million people will receive basic health insurance by 2010. Government

departments at all levels will also provide more subsidies for residents in both urban and rural areas.
