--They will be covered under the urban workers medical insurance system, by liquidated assets of bankrupted enterprises, aid from regulating departments, and direct government subsidy. Those with special difficulties can enroll in the urban residents medical insurance system under the ratification of provincial government.

--They can have flexible insurance measures: either the urban workers system or the urban residents system. They will pay their fees as individuals. Those having difficulty finding jobs can get a subsidy from social security.

--How will migrant workers be covered?

--Migrant workers with formal contracts in urban areas should be covered by the urban workers medical insurance system. Those with no fixed employment can choose the new countryside cooperative medical scheme, or the urban residents medical insurance system of where they work.

--How will college students be covered?

--College students will all be covered in the urban residents medical insurance system starting this year. The fee standard will be the same as for local middle school and primary school students.

--How can children and elderly people without income be covered?

--They will be covered by the urban residents medical insurance system or the new countryside cooperative medical scheme according to their residency. Rural children going to school in urban areas can choose from the two systems.
