Xu Shuqiang, president of China-Japan Friendship Hospital, said, "The main purpose is to work out the management, operation and supervision scheme of public hospitals, explore and improve the compensation scheme of the government, and the scale and layout of public hospitals. After 2 to 3 years, we should gradually formalize the general guidelines and important measures for our country's public hospitals."

Zhang Zhongjiu, official of Ministry of Health, said, "By collecting data, we will analyze whether the reform direction and policies will truly serve the public interest, or really change the situation for ordinary people that medical care is difficult to access and un-affordable."

The reform will make public hospitals more transparent, and accept social supervision. It will also develop a quality supervision and evaluation scheme.
