Beijing plans to offer tens of thousands of apartments to people in low-income households in the coming two years. This year alone, 41 thousand will be offered to people using a lottery system. Real estate transactions dropped by nearly 40 percent in 2008 over the previous year. But developers say they are not worried by this news. They say people needed low cost housing are not their target customers.
