China will attempt to create nine million new jobs this year and try to keep the unemployment rate under 4.6 percent. Vice Minister Zhang Xiaojian acknowledges it will be a tough task.
Zhang Xiaojian, Vice Minister of Ministry of Human Resources & Social Security,says, "graduates and migrant workers used to have independent employment channels. Now they have to compete for jobs in the same market, which adds more pressure. There will be 24 million people in cities and towns looking for jobs this year. Economic growth and policy support will help half of them find jobs, but there's still the other half, perhaps more."
2009 is a tough year for the more than 6 million college students who will graduate this summer. Another 1 million graduates from last year are still jobless. The government has been encouraging young people recently out of school to take basic level posts. Renewed efforts to guarantee social security and increased subsidies have lessened their worries at work.
The vice minister suggests college graduates take any job they can find and not to be too picky.
Zhang Xiaojian said the next step of the government's work includes three key points about migrant workers.
Zhang Xiaojian says, "for migrant workers in cities looking for jobs, the government shall offer free-of-charge services to provide them with more information. We'll also increase support to enterprises to stabilize those at work. For those back home in rural areas who choose to work near their homes, we'll give them more policy support. And for people ready to go to cities, we'll give them more vocational training."
The vice minister says tasks will be assigned to local governments, policies will be practical, funds will be allocated promptly and all the work will be closely monitored. And he said the ministry will lead local government departments to check on the implementation of the policies.
