Since late last year, some local governments in cities like Chengdu, Hangzhou and Dongguan have distributed spending coupons to the low-income residents. The coupons are a means of government support and stimulus for local consumption. However, while the move is welcomed by coupon recipients, some CPPCC members hold different views about the effect of the coupon program.

Boosting consumption is believed to be vital for China to keep its economy going amid the global recession. But convincing people to open their wallets may not be easy. The city of Hangzhou is one of the pioneers in free coupon programs. The municipal government gave away 100 million-yuan-worth of coupons to its 670 thousand retirees and low-income-earners in January in the hope of getting them to buy.

For most coupons recipients in Hangzhou, it is their first time receiving free coupons from the government. Many use them at super markets to buy food and other goods for everyday use. And they applaud the government move.

"Of course it's a good policy. 200-yuan is not a small sum for us retirees."

"It's a good move. It shows the government cares for us low-income earners."

But some consumers complain the coupon program should cover more people.

"It's not fair. I think every citizen should be entitled to such coupons."
