The draft law on Food Safety will have its fourth reading at the seventh session of the National People's Congress Standing Committee. The 4-day meeting got underway on Wednesday.

Recent changes in the latest version of the draft law make the responsibility clearer for relevant authorities in the food safety inspection and monitoring system.
The NPC standing committee suggested the State Council set up a Food Safety Committee
Liu Xirong, vice director of Law Comm., NPC Standing Comm., says, "the Food safety committee of the State council should be responsible for coordinating and instructing the relevant authorities on food safety inspection and monitoring."
The draft law stresses monitoring and controlling the entire process of food production.
Members suggest that fertilizers, pesticides and animal feed additives for edible agriculture products should be used according to the food safety standard.
Food authorities are not allowed to recommend food products in commercials. And celebrities appearing in food commercials will carry responsibility if the consumers' interests are damaged.
The draft law also emphasizes stricter control on health care products.
According to the draft law, civil compensation for the victims in food safety cases will first be required followed by fines to protect the consumers' interests.
The draft is expected to be passed at the end of the session.
Xu Zhaoqun says, "the past three years have witnessed a long and difficult process of drafting. To perfect the draft law, lawmakers have organized thirteen investigation trips across the country. The Standing Committee also collected suggestions from the internet last year. Several food safety cases motivated the lawmakers to be more cautious in their reviews.
