China's State Council has passed a long-awaited medical reform plan. It lays out 850 billion yuan through to 2011 for basic universal medical service to the 1.3 billion population. The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.

According to the plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas. The government will also build hospitals and improve medical services at the county level and in remote areas. It will also expedite the reform of state-run hospitals, strengthening their administration, operation and supervision. A system will also be developed to allow both urban and rural residents to use a universal healthcare account by 2011.
