The city says that among the new jobs, 100,000 are for migrant workers. The goal of creating 500,000 new jobs will be achieved in four quarters.
A government spokesman says employment pressure this year is challenging, adding about 158,000 fresh graduates will enter the job market this year, 9000 more than 2008.
The government also plans to offer 210,000 senior citizens with community- or home-based care services, while allocating allowances to 126,000 elderly people who can't make ends meet.
