The first half of 2008 saw a rapid growth in revenue, thanks to the good performance of companies. However, growth slowed in the second half, due to the global financial crisis and the government's tax cut policies which aimed to boost the economy.

Xie Xuren pointed out that 2009 will be a tough year for China's fiscal revenue growth. As expenditure increases, he says it will be hard to maintain a balance.
