The forecast for China's economic growth fell below 10 percent this year, the first time since 2003. Figures show that about 1 million college graduates will remain unemployed by the end of this year. The government is taking measures to resolve the problem.

Under a recruitment scheme, 40 colleges and 30 economic development zones across the country will join hands to help college graduates find jobs in February. There are also new policies to help migrant workers. The government is urging companies to use more flexible human resource management measures, and avoid massive lay-offs. Meanwhile, the government has postponed collection of insurance fees from enterprises to help them get through hard times.
