The document emphasizes the importance of infrastructure construction of the agricultural sector. This includes irrigation works, water conservation, accident and disaster prevention, and arable land protection. It calls for the development of science and technology, and ecological construction in rural areas.

The number one circular, which is issued at the beginning of each year, focuses on rural issues since the reform started early in the 1980s.
