Shanghai's delegates to the local People's Congress are proposing to set up laws to monitor the management of public funds. This will be raised at the ongoing annual sessions of the city's top legislative and advisory bodies. After the Shanghai social security fund was found to have been misused last year, the call for transparency in this sector is dominating discussions at the session.
Delegate Gu Xiaorong prepared a proposal to set up laws considering the management of social security funds. His proposals won the support of 12 other delegates.
Gu said "Currently, we don't have a law on this. No matter how the money is misused, we can't call it breaking the law."
Delegate Wang Daozhang said "The social security fund involves billions of yuan. But several people just misused it behind the scenes. The public is very concerned about this. If the management of the fund is transparent, it wouldn't be possible for such things to happen."
In addition to the social security fund, delegates also proposed to legislate the use the other big money such as the housing provident fund. The Shanghai People's Congress is now making preparations for reviews by the end of the year.
