Special Report:   2007 NPC & CPPCC

The 25th meeting of the Standing Committee of the Tenth National People's Congress has wrapped up in Beijing. Legislators will discuss the bill at the plenary session of the NPC that is scheduled to be held in March next year.

Yao Hong, a senior official from the NPC Standing Committee, talked about the seventh reading on draft property law at a press conference. She said the draft bill is completely in line with the stipulations in China's constitution.

The draft property law stipulates that house developers and house owners could sign contracts to decide whether to rent or to sell garages within communities. While if owners are told to park at public lots, they own the property rights. The draft bill also allows farmers to extend their land contracts when they expire. And it also abolishes a previous ban on city residents buying rural house sites. This is to reserve space for further land reform.

After its seventh reading, the draft law was described as "on the correct political direction" and representing China's basic economic system. Proponents say the draft law will help ordinary people protect themselves against aribitrary land gabs and help the country maintain stability.
