[Environmental Condition]:

In general, the environmental condition was good. The average content of the four pollutants in the air ranked 2 in the state standard. There were 338 good weather days with air pollution index above grade-II and 74 excellent days (grade I). The water quality in the offshore waters remained stable, the average index of water quality in the southern part of the city, Dayaowan, Xiaoyaowan, Yingchengzi was up to the national water quality standard rank 2. The quality of drinking water was fairly good meeting the rank 3 water quality standard for surface water. The noise of urban transportation is in line with the national standard.

[Construction Project Management]:

Environmental Impact Appraisal in Urban Development Planning was completed. 5,938 construction projects were examined and approved, 3,435 completed projects were accepted after inspection; 520 million Yuan was invested in environmental protection, accounting for 3% of approved capital.

[Environmental Pollution Treatment]:

146 projects that caused environmental pollution were under treatment, and the treatment of 133 projects was completed. 27 heavy pollution enterprises were closed down, merged, transformed or otherwise moved away thus reducing the discharge of 662 tons of sulfur dioxide, 1,433 tons of smoke and ash and 2,091 tons of COD. 265 pollutant discharge licenses were issued and 25 enterprises were forced to participate in the examination and approval of clean production. 11 enterprises passed the certification of ISO 14000 environment management systems and standards. Hanyang medical waste treatment center was set up. The work of cracking down on environmental pollution activities was given full play, emphasizing 14 special programs to regulate the source of drinking water. 5,629 enterprises were examined, of which 386 enterprises were accused of violating the law; 80 enterprises underwent treatment; 50 enterprises were shut down for treatment. 523 enterprises were examined for the possibility of polluting the environment. Hazardous waste was transferred 7,965 times, altogether 760 thousand tons. 833 radioactive sources in 83 enterprises were examined on the spot and 349 radioactive sources were transferred. 100 thousand motor-vehicles underwent annual exhaust fume testing, more than 60,000 motor-vehicles were tested along the roadside. 6,098 calls and letters were handled. 90% of the solutions were to people’s satisfaction.

[Urban Comprehensive Environmental Control]:

The program of dismantling the boilers and implementing centralized heating supply in 10 communities such as Qianshan Xincheng community was completed with 206 boilers and 168 chimneys dismantled and an area of 280 square meter being taken into the heating grid thus reducing 344.4 tons of dust, 322 tons of sulfur dioxide, 268.8 tons of nitrogen oxides. The Limestone-made cement factory of AnShan Steel Corporation and 31 non-coal mines were closed down. The program on regulating the waste discharged by Dahua Group was finished. The inspection for environmental protection Model City was done and Wafangdian was approved by State Environmental Protection Administration as a county-level model city in environmental protection.

[Natural Ecological Protection]:

a national-level ecological demonstration zone in Changhai county was established. 3 towns or township such as Guiyunhua Town in Zhuanghe City were awarded Dalian Ecological Demonstration Town.

Urban Greening: 780,000 trees were planted. Increased green area stood at 1,500 thousand square meters. Green area per capita reached 10.6 square meters.
