After a lengthy ratification process, the European Union´s Lisbon Treaty comes into effect on Tuesday. A celebration ceremony will be held in Portugal´s capital, Lisbon.
After a drawn-out night of bickering in Brussels, EU leaders have finally opted for Belgian Premier Herman Van Rompuy to become the 27-nation bloc´s first full-time president.
EU leaders also agreed to appoint British EU Commissioner Catherine Ashton as the bloc´s new high representative for foreign affairs and security policy, or foreign policy chief.
