Russia has denied involvement, and says the accusation is a provocation by Georgia.
A Georgian Interior Ministry official says police are offering a reward for information leading to the arrest of three military personnel. They are accused of organizing a mutiny at the Mukhrovani base on Tuesday.
Shota Utiashvili, Head of Information Dept. Interior Ministry, said, "The police established a reward of fifty-thousand lari which is about thirty-thousand dollars for the information that could lead to the arrest of any of them."
