CCTV has reported that China's Compass navigation satellite system is due to be fully operational by 2020. But Xinhua News Agency says it will be completed by 2015.

Chen Zhonggui, the deputy general engineer of the Compass Navigation Satellite System, explained why there's such a discrepancy here.
