The State Council says China is targeting employment and  health care over the next two years.

-- 18 million urban workers will be employed during 2009-2010

-- 18 million rural laborers will move to cities

-- Urban unemployment rate will be kept below 5%

-- College graduates and migrant workers will be a priority

-- Over 400 million people to be covered by basic health care insurance by 2010

-- More government subsidies for health care
