The Ministry of Supervision organized two dozen groups at the end of last year to monitor the use of 100 billion yuan from the central stimulus package.
And Minister Ma Wen says they will conduct another check in early April to guarantee the use of 130 billion yuan.
Tougher controls are also in line for government officials and law enforcement and supervision departments.
Supervision Minister Ma Wen said, "The accountability of officials will be strengthened. And also, penalties for violating administrative disciplines will be increased."
Provisional regulations on the accountability of officials are expected to be released this year.
Supervision Minister Ma Wen said, "The regulations stipulate that officials shall be held accountable as leaders if they neglect duties over some major issues. It may be conducted in several forms public apology, resignation or dismissal."
Ma Wen says the Ministry of Supervision will actively push forward the system requiring officials to declare their assets.
